Expressing anxiety over the dire position of the free world relative to the advancing Communist regime, and over the displacement of power in dealing with foreign relations from the Senate to the Administration. Suggesting that the United States cease to recognize the Communist governments of the "puppet regimes", and instead recognize the resistance movements in these countries (Romania, Albania, Lithuania, etc.)
